About the order of the transit of goods transported by roadThe FCS of Russia informs about postponing until July 1, 2014, of the deadline for termination of the "Agreement on the obligations relating to the application of the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention, 1975)" signed on June 7, 2004, between the State Customs Committee of the Russian Federation (SCC of Russia ) and the Association of international Road Carriers (ASMAP ).The FCS of Russia has duly notified ASMAP of the decision in a letter dated 29 November 2013 .In the coming period it is planned, in particular, to hold negotiations with the International Road Transport Union on the issues related to the modernization of the Customs Convention on International Transport of Goods under Cover of TIR Carnets (hereinafter - the Convention) , in order to properly secure the interests of the Russian Federation. To date the IRU has an outstanding debt in amount of 20.8 billion roubles.Further development of relations with national guaranteeing associations will be built on the basis of open tender procedures.The FCS of Russia together with some Russian agencies, partners of the Republic of Belarus and the Republic of Kazakhstan, is currently working on the creation of the Eurasian system of customs transit.The decisions of the FCS of Russia have been taken based on the results of the meeting in the Government of the Russian Federation.As of 1 December 2013, the order for passing of cargo road vehicles through automobile checkpoints on the Russian border will be ensured in accordance with the procedure in force valid as of 29 November 2013.As of 29 November 2013, upon registration of transit, the TIR Carnet were not used as a guarantee in respect of the goods imported into the customs territory of the Customs Union, in the customs offices of the Central, Southern, North Caucasus, Volga, Ural, Siberian and Far Eastern federal districts, in Domodedovo, Sheremetyevo, Vnukovo offices, as well as in Pskov, Sebezh, Kingiseppskaya customs offices of the North-West Customs Administration.Application of TIR Carnets as a guarantee will be possible for the transit of goods imported in the regions of Vyborg, Karelia and Murmansk customs of the North-West Customs Administration.The situation in the automobile checkpoints on the Russian border remains standard. All customs authorities are working normally.
